NEIGHBOURHOOD WATCH: In last weeks report the subject of metal thefts was highlighted. As these incidents continue to rise across the country, Nottinghamshire has experienced a fall. In September there were 193 recorded metal thefts compared to the 258 in August – a 25% reduction and a first since December 2010.
The drop is being attributed to “Operation Metallica” a proactive collaborative approach by Police and partners, launched in July to reverse an astronomical rise in metal thefts in Nottinghamshire.
The trend for metal theft peaked at the beginning of the 2011/2012 financial year and is currently at a 47% (520 more recorded crimes) increase compared to this time last year.
Under Operation Metallica, a dedicated metal reduction team led by Detectives has been forged to research the problem and employ tactics to deter and disrupt criminal activity of this kind.
Metal theft is considered low-risk by criminals, but high-gain in profit.
For the victim though it is a low-gain experience. While the thieves are counting the money they make, they leave their law-abiding neighbours counting the cost of repairs, and while some thieves appear to have the tools and skills to make cabling and piping safe before they steal it, often in great quantities, others are not so skilled. They risk their own lives and that of others by interfering with high voltages and gas. One metal thief dies each month in the UK as a result of their illegal endeavours.
The team is working across the force area with neighbourhood police teams, Network Rail, BT, Western Power, Severn Trent, the Environment Agency, British Transport Police, the councils and other agencies to detect stolen metal and educate the more than 100 scrap metal dealers in Nottinghamshire on how to keep the correct records.
Most recently, the team has worked with Newark officers and made three arrests.
On Wednesday 28th September 2011 a lorry containing 500 stolen aluminium beer kegs was intercepted. The 35-year-old driver from a scrap metal yard in Newark was arrested for handling stolen goods.
On Monday 3rd October the yard’s 41-year-old transport manager was also arrested for his involvement in the acquisition and possession of the beer kegs.
Both men were bailed pending further enquiries.
A subsequent search of the premises recovered thousands of pounds worth.
On 6th October a 48-year-old man from Lincolnshire was also arrested in connection with the stolen kegs. He was bailed pending further investigations.
On Monday 3rd October 2011, a Mansfield man was charged with two counts of theft of metal stealing copper gas piping from houses in the area. He was bailed to appear before Mansfield Magistrates on Monday 10th October 2011.
The force is working on changing the laws around the buying and selling of scrap metal to put more responsibility on the seller.
Currently, anyone can take copper and lead to a scrap metal dealer and be given cash without having to account for where it came from.
Police are identifying those involved in these offences and will be contacting them to make sure they are aware that we are watching them and will take action if they put a foot wrong.
A day of action was held at the end of September across Nottinghamshire. The books and stock of scrap metal dealers were checked and crime prevention tactics were employed at commonly hit sites such as churches.
Nearly 100 vehicles believed to be carrying metal or thought to be involved in its sale were also stopped on roads throughout the county.
Roadside checks for illegal red diesel and kerosene were made and 43 motorists issued £300 fixed penalty notices (FPN) for having no waste carrier licence. One received a FPN for carrying a dangerous load and seven other vehicles were taken off the road until their loads met safety regulations.
Two motorists received FPNs for unroadworthy tyres, three vehicles were deemed defective and one driver had his vehicle seized for being uninsured.
Five people were summonsed to court for waste carrying offences and another three for road traffic offences
Nine people were also investigated for benefit fraud. Three of the nine were from the same vehicle.
Residents are requested to remain vigilant as always, and if approached by people looking for scrap metals take note of the number and description of any vehicles involved
