Antisocial behaviour

Antisocial behaviour is any type of inconsiderate or unacceptable behaviour that damages the quality of people’s lives.

It includes problems such as disruptive or abusive neighbours, abandoned cars, antisocial drinking, vandalism, begging, graffiti, litter and nuisance behaviour by young people.

The legal definition of antisocial behaviour is ‘behaviour by a person which causes or is likely to cause harassment, alarm or distress to one or more other persons not of the same household as the perpetrator’.

A number of powers and interventions are available to the police, local authorities and other agencies to deal with antisocial behaviour, including:

  • Antisocial Behaviour Orders (ASBOs) – These are civil orders made by the court which usually prohibit an offender from specific antisocial acts or from entering a defined area
  • Acceptable Behaviour Contracts (ABCs) and Acceptable Behaviour Agreements (ABAs) – These are voluntary agreements made between people involved in antisocial behaviour and the police, housing organisations or schools
  • Parenting Orders – These can be given to parents of young people who offend and often include conditions requiring them to ensure their child is home at particular times or does not visit a particular place unsupervised
  • Penalty Notices – For offences such as dropping litter and disorder
  • Noise Abatement Notices – Served by local authorities to deal with noise nuisance
  • Antisocial behaviour injunctions or tenancy possession – Proceedings brought by local authorities and housing organisations
  • Dispersal Orders – Allow the police to move on groups of people from a particular area
